Priority Health’s Sr VP Joyce Chan Russell Honoured as Top Woman Leader in Health Care

Modern Healthcare has named Joyce Chan Russell, senior vice president of government markets at Priority Health, one of the Top Women Leaders in Health Care for 2024.

This nationwide award program celebrates female leaders working in all facets of the health care industry who are advancing innovation, spearheading change, and contributing to policy development.

Chan Russell manages the individual, Medicare Advantage, and Medicaid operations of Priority Health in addition to population health and health equality. Leading audacious expansion, collaborating with business and governmental partners, and meeting operational and quality targets are all part of her duties; these are all in line with Priority Health’s larger mission to revolutionize healthcare.

Chan Russell is a well-known and distinguished figure in the healthcare sector. She has testified before politicians in Michigan on ways to assist citizens in better navigating Medicaid Renewal and has shared her knowledge at conferences across the nation. Priority Health has been awarded outstanding ratings for its Medicare and Medicaid programs, and the company was awarded Health Equity Accreditation in 2023 by the National Committee for Quality Assurance (NCQA) under her direction.

“Since joining Priority Health in 2021, Joyce has consistently demonstrated exceptional leadership through her ability to balance the pace of change with our desire to innovate,” said Praveen Thadani, president of Priority Health. “Joyce has led product innovation that has enabled us to continue to provide high-value, affordable plans to our members.”

Prior to joining Priority Health, Chan Russell worked for 12 years at Healthfirst, a not-for-profit, provider-sponsored health plan with 1.7 million members in New York. In her role as vice president of Medicare, she increased the Medicare business by almost 40%, outpacing market growth in a highly competitive setting against national and regional health plans.
Having operated for more than three decades, Priority Health stands as the second largest health plan in Michigan. It provides a wide range of health benefits alternatives, such as Medicare and Medicaid plans, to both individuals and workplace groups.

Recognized as a leader in quality, customer service, transparency, and product innovation, Priority Health serves over 1.3 million members annually and provides a wide network of primary care physicians in Michigan.
